Does CHAS Cover Root Canal and Dental Crown? (As of Oct 2025 / Mid-2026)

The Community Health Assist Scheme (CHAS) in Singapore has recently enhanced its dental subsidies. These changes affect root canal treatments, dental crowns, and other restorative and preventive dental procedures. Below is what you need to know, with the latest subsidy caps, what is and isn’t covered, and how the changes affect you.

Key Changes from 1 October 2025 (and mid-2026)

  • CHAS Orange cardholders will now get subsidies extended for ten basic and preventive dental procedures (like scaling, polishing, etc.) which were previously only subsidised for Blue cardholders + Pioneer / Merdeka Generation. CNA+2Ministry of Health+2

Does CHAS Cover Root Canal & Dental Crown Now?

Root Canal

  • Yes: Root canal treatments are covered, with increased subsidy caps as shown above.
  • The subsidy varies by type (anterior, premolar, molar) and your CHAS / PG / MG tier.

Permanent Crown

  • Yes: Dental crowns are now more strongly supported under CHAS subsidy for PG, MG, Blue and Orange cardholders. The maximum subsidy for permanent crowns has significantly increased for all tiers. Ministry of Health+1

Out-of-Pocket / “After-Subsidy” Costs (Examples)

Because MOH has also introduced fee benchmarks, you can better estimate what you might end up paying, based on actual treatment cost and your subsidy cap.

Example (Orange cardholder):

  • Suppose a molar root canal costs S$950. The subsidy cap for CHAS Orange is S$389.50. That leaves S$560.50.
  • From mid-2026, if the patient is aged 60+, they may use up to S$400 from Flexi-MediSave. If they do, the net out-of-pocket could be ~ S$160. Ministry of Health+1

What Dental Procedures Are Now More Supported & What Still Not Covered

Now Subsidised / Enhanced

  • Preventive/basic procedures like scaling, polishing, topical fluoride, dental x-rays, and extractions now have better subsidy caps for Orange cardholders in addition to Blue, PG, MG. Ministry of Health
  • Restorative procedures (root canals of various types, permanent crowns, dentures, etc.) have increased caps for all tiers. Ministry of Health+1

Still Not Subsidised (or Limited)

  • Cosmetic procedures (veneers, whitening, braces) are not covered under CHAS. These remain outside the subsidy scheme.
  • Some prosthodontic work beyond what is considered “essential permanent crown / dentures” are likely still not fully subsidised.
  • Clinics must be CHAS-accredited + (from mid-2026) also Flexi-MediSave-accredited / MediSave-accredited if intending to accept MediSave for crowns/root canals. Ministry of Health

CHAS Blue vs Orange vs Pioneer / Merdeka Generation (PG / MG) – Updated Differences

  • CHAS Blue cardholders continue to receive larger subsidies than Orange, especially for restorative dental treatments.
  • CHAS Orange now benefits: previously many restorative/basic procedures were not or minimally subsidised; with Oct 2025 changes, Orange cardholders get more support for both preventive and restorative work.
  • PG / MG seniors receive the highest subsidy caps (for the same procedure) among the four groups.

How Many People Benefit / Who Is Eligible

  • Over 1.7 million CHAS cardholders will benefit from the expansion. Ministry of Health+2CNA+2
  • Orange cardholders (households with income between S$1,501–S$2,300 per month) are newly eligible for higher subsidies for basic/preventive procedures. CNA+1
  • Seniors (age 60+) will get additional help (Flexi-MediSave) from mid-2026.

How to Claim / Use These Subsidies (Updated Process)

The claim process remains broadly the same, but with new options added.

  1. Check your CHAS / PG / MG status and card type (Blue or Orange).
  2. Book with a CHAS dental clinic (one that is both CHAS-accredited; from how MOH describes it, also Flexi-MediSave accreditation will become necessary to allow MediSave claims for crowns/root canals after mid-2026). Ministry of Health
  3. Present your CHAS / PG / MG card & NRIC during the dental visit.
  4. Clinic applies subsidy directly — the new caps will automatically apply for eligible procedures.
  5. If eligible senior (60+), from mid-2026, and the clinic is Flexi-MediSave accredited, you may use Flexi-MediSave up to S$400/year to further offset the cost of permanent crowns or root canals. Ministry of Health+1

Claim Limits, Fee Benchmarks & Transparency

  • MOH has published fee benchmarks (ranges) for many common dental procedures (18 in all) to help patients understand what typical charges are. Clinics must display these benchmarks (from Oct 2025). Ministry of Health+1
  • Clinics also need to provide clinical justifications when their charges (and subsidy claims) exceed the benchmark ranges (from September 2026). Ministry of Health
